What are we?
HASCO is incorporated as a non-profit body in
Australia, and has been put together after two years hard work by a
small number of volunteers from various parts of Queensland and
northern New South Wales. Its purpose, as explained in its
successful application for incorporation, is: “To periodically
conduct one-day seminars on the nature and history of Australia's
Constitution. To publish and retail books, videos and other
materials, relative to Australia's Constitution and economic
development. To expand this Association to include other groups and
individuals in supporting our Australian heritage.”
IMPACT VOTING: The intention is to establish an
effective minority of voters personally committed to the retrieval
of representative government. In other words - by the people for
the people.
There is overwhelming evidence suggesting the vast majority of
elected parliamentary members no longer vote on conscience, but
rather, along party lines.
Frustrated, demoralised and angry voters are turning off. They don't
believe political promises. They don't believe there is any
difference between political parties; they believe politicians often
have a 'different agenda"; and they know voters never get asked what
they want!
New parties, if they are not cut down before they arrive, become old
parties once in power.
With IMPACT VOTING, the idea is to withhold our
votes until we get the changes we require. You would say to your
Member of Parliament, “If you don’t do “so-and-so” we will not vote
for you in the next election.”
Five percent of voters in each electorate who are prepared to put
conditions on their vote could, if they worked together, do more
than any new party or candidate making promises they cannot keep.
If we wait for our current politicians to get back to true
representation, we will wait forever! Or, we will wait until it is
too late.

Amanda Vanstone spells it out.
The behaviour of politicians was graphically explained by Cabinet
Minister, Amanda Vanstone, in an address on September 3rd, 2002. She
said:
"Every Member of Parliament has two personalities, that of a
Parliamentarian and that of a politician. Believe me, these are very
different creatures. The Parliamentarian is interested in all views;
the politician simply wants to win.
When the politician overtakes the Parliamentarian, the desire to win
overtakes the desire for rational, civil and reasoned argument. To
some politicians, beating an opponent down is more important than
getting their policy up.
Every sporting nation loves a good contest. But even an ardent
boxing fan will turn off if at every match the loser is brain dead.
And so it is with politics. When messages are constantly overloaded
with malice and hatred, politics has become a blood sport rather
than a battle of ideas.
Everyone who has the luxury and pleasure of participating in public
discourse should understand that when they participate as a
gladiator in a battle, laden with hatred, malice and invective, they
force everyone else to be just a spectator.
They plunge another knife into the great conversation of our life,
public discourse...."

They left it too late!
In the last Queensland State election, which saw the rout of the
Liberals and Nationals, a remarkable promise was published by the
National Party called: "The Electorate First Option."
For the first time in a long while a pledge was made to return to
genuine representation. The statement said: "The National Party's
innovative 'Electorate First' option will help National Party MPs
stand up for the people of their communities. 'Electorate First'
means that a Member of the Parliamentary National Party may exercise
a free vote on any issue that impacts on his or her electorate,
except on money supply and confidence. In other words, if an issue
is important enough locally, a National Party MP is free to vote
with his or her community, instead of for the party line. It means
that if you have a National Party MP representing your electorate,
you'll have someone in Parliament in a major party that CAN form a
government who really will be able to put you first."
What an admission! The statement really concedes that, up to that
point, their members could NOT put the electorate first. Apparently,
this pledge does not apply to federal National members. They still
have to get Prime Minister Howard's permission for a "conscience
vote." That happens once in a Blue Moon! The rest of the time they
must vote as ordered by the Party whip. With such a promise, why
didn't the Nationals do better? Because nobody believes
pre-election promises. They have to see it in action before they
accept it.
When gun legislation was introduced in Queensland, member after
member spoke passionately against it in Parliament and then voted
for it because they were ordered to. It will take more than promises
to remove the stench of this hypocrisy from the nostrils of ordinary
voters!

Don Chipp's famous letter.
When the founder of the Democrats left the Liberals, he wrote these
words in The Sunday Times, April 12, 1992 :
"The first speech newly-elected MPs hear is from their Party Whip,
which goes something like this:
‘Ladies and Gentlemen, welcome to Canberra. I have only one thing to
say to you. From now on, forget that rubbish you talked about
during your election campaign about serving your electorate. Now
that you are here you will think, act and, most importantly, vote as
the party dictates...’
It is a practice which forces politicians into adopting double
standards.
None of us can expect our elected political servants to vote with
integrity until we start doing so ourselves."

Call to Reform Parties Not Parliament.
The Clerk of the Senate, Mr. Harry Evans, has staunchly defended
Australia 's Parliamentary system, claiming any reform should start
with political parties, which had become “factionalised,
undemocratic oligarchies, controlled by too few people, close to
Public view but open to manipulation and outright corruption.”
“The real need for reform is not so much in institutions of
government as in political parties," he said.
Mr. Evans said the problem lay in the rigidity of the party system
and the factionalisation of parties, which not only weakened the
federal structure, but also breaks down "Parliamentary and
representative government." (The Australian, March 18, 1997).

The HASCO programme....
finding and working with that elusive five per cent!
Not being a party, and not seeking election for anyone,
HASCO is not in the numbers game. We don't have to borrow
and spend tens of thousands of dollars looking for the elusive
majority at elections.
Instead, we are looking for a certain type of man or woman, prepared
to make a personal statement and an individual stand that we will no
longer give our votes away for nothing!
We can all think of changes we want. But we are only just realising
that we have been robbed of the mechanism to change genuinely
representative government.

Impact Voting
The IMPACT VOTING idea is designed to retrieve and
improve accountable government with constitutional integrity. Only
one-in-ten will respond to and participate in such a venture. They
will be the best type of Australian, willing to contribute to
turning Australia around and building a better future for ourselves
and our children. We have held our one-day seminar in Marburg,
Salisbury, Auchenflower, Carrara, Warwick, Ipswich, North Tamborine,
Tara, Toowoomba and Dalby in Queensland and Kingscliff, Coffs
Harbour, and Kundabung in N.S.W. The seminar is run on a "donation
only" basis. We cannot exclude those who are struggling financially.
Some of these seminars have been organized by participants who were
so impressed that they went home and organised another. They can be
run in a hall, school or private home. Where 20 or more can attend,
we'll get a speaker there to run it. Everyone attending receives a
set of notes to take home. We aim to keep in regular touch with the
growing number who have completed our seminar.
Periodically we run a low-cost two-day workshop, which has proved
valuable and enjoyable.

Stage Two
Early in 2003, we began regular
Opinion Polls in the electorates involved so far, on crucial
issues, probably run for two or three hours, once a month. We aim to
cover issues politicians currently find it hard to mention. These
will be co-ordinated and results fed to local and national media. If
the politicians refuse to ask voters their preferences on the issues
that matter, we will do it for them, ensuring they are informed of
results!
This effort will bring us new contacts in many areas, and we will
step up the number of seminars we run, and the following workshops.
Already, new presenters are training for an increased demand.

Stage Three
WE PLAN TO ORGANISE electoral associations, aimed at starting the full IMPACT
VOTING programme. Each person will be crucially important
as we reach this critical stage. We may well be attacked, but we
have the evidence to justify what we are doing, and all publicity
will be good publicity. We believe that 5 per cent in each
electorate, who know what they're doing, can help their fellows in
the difficult period ahead, and by working together, swing Australia
round on to the path of freedom and security!

What YOU can do
Everyone can do something. If you haven't done the seminar to get a
fuller picture, find out how you can! Then get concerned friends
together and organise a seminar for them.
Above all, make contact with us and keep in touch. That way you will
know what seminars, workshops and projects are coming up. You will
meet others, far more than you realise, who are sick of what is
happening to Australia too, and want to do something about it. In
other words, you will become an Australian who counts!
HASCO over the past few years has been holding
action workshops for those who wished to assist in this epic
undertaking. All those who are interested in attending such a
workshop and assisting with our endeavours, or would like to arrange
